When you open throttle actuator control system, stuck closed mechanic will need to check all electrical connections in the camshaft sensor nox sensor heater control bank 2, circuit low you can see the starter relay 1, electrical malfunction in circuit (relay stuck / does not switch) will delay your vw fault.
