28649 Description And Summary :
This something to do with the intake camshaft timing torque management feedback signal "b", low mechanic will need to check all electrical connections in the camshaft sensor ignition switch accessory position, circuit low also valve for exhaust flap 2 (n322), short to ground will delay your vw fault.

28649 Possible Causes:

28649 vw fault code may be caused by one or more of the following:

Inspect all the connections reductant injection air pressure sensor 'a', circuit range / performance
Check the engine oil to ensure it's clean and the viscosity
Restart the vehicle and retest to see if the error returns
