28591 Possible Causes:
28591 vw fault code may be caused by one or more of the following:
- Injection Pump Fuel Metering Control 'A' High (Cam/Rotor/Injector)
- Cold Start Injector 1 Malfunction
- Cylinder 1 Injector Circuit Low
- Throttle/Pedal Position Sensor/Switch A Circuit Intermittent

- Inspect all the connections data bus powertrain, missing message from control module battery monitoring
