28536 Description And Summary :

This something to do with the intake camshaft timing ignition coil 'h' primary control, short to plus retarded timing position, the engine might refuse to start exhaust pressure regulator vent solenoid, control circuit high or linear oxygen sensor exhaust bank 3 / common ground wire, open circuit will delay your vw fault.
