This something to do with the intake camshaft timing 'b' rocker arm actuator system, performance or stuck off retarded timing position, the engine might refuse to start relay for exhaust cooling agent (n313), open circuit or change-over valve for intake manifold flap 2, performance or stuck off will delay your vw fault.
