28023 Possible Causes:
28023 vw fault code may be caused by one or more of the following:
- Injection lump Fuel Metering Control 'B' High (Cam/Rotor/Injector)

- Ignition Coil A Primary/Secondary Circuit Malfunction
- Shift/Timing Solenoid Malfunction/ 3-2 Shift Solenoid Circuit Electrical

What To Check After Fixing 28023 Code
- Inspect all the connections evaporative emission system leak detection pump sense, circuit / open
- Check the engine oil to ensure it's clean and the viscosity
- Restart the vehicle and retest to see if the error returns
