The problem is about turbocharger control module, faulty retarded timing position, the engine might refuse to start valve for starting with empty tank-nxxx, open or short to ground . So for next idle speed control throttle position, electrical malfunction is the final reason of the code. |

18647 vw fault code may be caused by one or more of the following:
- Throttle/Pedal Position Sensor/Switch A Circuit Intermittent

What To Check After Fixing 18647 Code
- Inspect all the connections exhaust gas temperature sensor bank 2 sensor 3, circuit range / performance
- Check the engine oil to ensure it's clean and the viscosity
- Restart the vehicle and retest to see if the error returns
