16128 Possible Causes:
16128 vw fault code may be caused by one or more of the following:
- Ignition/Distributor Engine Speed Input Circuit Malfunction
- Fuel Rail/System Pressure - Too High
- Crankshaft Position Sensor B Circuit Malfunction
- Turbocharger Boost Sensor A Circuit Low
- Injection Pump Fuel Metering Control 'A' High (Cam/Rotor/Injector)

- Inspect all the connections throttle actuator control system, stuck open
