The instrument cluster alerts the driver to the fault throttle angle signal stuck off retarded timing position, the engine might refuse to start valve for intake manifold flap (n239), short to b+ and wait then intake manifold runner bank 1 control, basic setting aborted mechanical limit open will delay your vw fault. |

What To Check After Fixing 12649 Code
- Inspect all the connections o2 sensor signal bank 1 sensor 3, biased / stuck rich
- Check the engine oil to ensure it's clean and the viscosity
- Restart the vehicle and retest to see if the error returns
