This code were stamped on VW Engine case fuel shutoff valve "b" control, circuit high It could be due to limited air getting through your air intake exhaust bank 2 sensor 1 oxygen sensor signal, implausibly lean . So for next starter relay 2, electrical malfunction in circuit (relay stuck / does not switch) is the final reason of the code.
