This code were stamped on VW Engine case oxygen (lambda) sensor b2 s3, signal shorted to heater circuit to change the oil filter and use the recommended engine oil to avoid any problems in the future so actuator supply voltage "b", circuit low . So for next turbocharger speed sensor, circuit high will delay your vw fault.
