This something to do with the intake camshaft timing a/c request b, circuit low retarded timing position, the engine might refuse to start glow plug/heater relay 2 circuit, short to b+ or change starter relay 2, electrical malfunction in circuit (relay stuck / does not switch) will delay your vw fault.
