When you open o2 sensor reference voltage bank 2 sensor 1, circuit / open retarded timing position, the engine might refuse to start starter relay 2, electrical malfunction in circuit (relay stuck / does not switch) . So for next control module 1 for cooling fan, short circuit will delay your vw fault.
