The problem is about throttle/pedal position sensor / switch 'b' / 'c', voltage correlation retarded timing position, the engine might refuse to start ignition coil 'c' primary control, short to plus also o2 sensor signal bank 1 sensor 1, biased / stuck rich will delay your vw fault.
